Norway Chooses Hanwha for Long Range Precision Fires

Norway has decided to proceed with Hanwha as the supplier of its Armed Forces’ new land-based long range precision fires system.

The government’s priority is to quickly strengthen Norway’s defence capability, and this acquisition will strengthen our ability to credibly deter potential adversaries. It is a boost to the combat power of the Army and makes our country safer, in line with the long-term plan that the entire Storting has supported,” says Minister of Defence Tore O. Sandvik.

The acquisition includes launch units and missiles, in addition to integrated logistics support, educational materials and support systems. The cost is NOK 19 billion.

We have based our choice on a competition conducted by the Norwegian Defence Materiel Agency (Forsvarsmateriel – FMA) and a recommendation from the Norwegian Defence Forces. It concludes that South Korean Hanwha is the only supplier that meets all requirements for performance, delivery time and cost framework,” says Sandvik.

Four suppliers: The competition was announced in November 2024 and included four suppliers: KNDS, Rheinmetall, Hanwha and SAAB/Boeing. The Norwegian Defence Forces required a complete and integrated delivery of launch pads, missiles and control system from one system supplier. By the deadline for submissions in March 2025, all bidders had submitted bids, with the exception of SAAB/Boeing. FMA also considered an American alternative through Foreign Military Sales (FMS) with Lockheed Martin.

Only one that met the requirements: Hanwha’s CHUNMOO system was the only bid that met all the requirements in the competition. The agreement provides the Defence with 16 launch systems and a larger number of missiles with three different ranges, including those with a capacity of up to 500 kilometres. None of the other commercial bidders could deliver a similar range.

Defence has also considered that the solution from South Korea will be delivered faster and more affordable than the other alternatives. Production lines for the missiles will be established in Poland, which is also purchasing a significant number of the same system. This will strengthen the security of supply for Norway and other European customers of the system.

Poland is purchasing almost 300 systems with thousands of missiles, and has already signed a contract with Hanwha for local missile production. Hanwha now plans to supply all European customers, including Norway, with missiles from there.

The German manufacturer KNDS was rejected from the competition in June 2025 after an initial evaluation and clarification meetings. They did not meet the requirements for the delivery of a complete system, according to Forsvarsmateriel. The Ministry of Defence has not considered reopening the competition, as this would entail significant risks of increased costs, delayed delivery and the need for new external quality assurance.

Delivery, industry and economics: According to the contract, Hanwha will deliver launch units and training equipment in 2028 and 2029, and missiles in 2030 and 2031. This will enable Defence to start training personnel early and have an operational system within four years. The company has also offered a comprehensive industrial cooperation agreement with Norwegian companies, equivalent to 120 percent of the contract value. In addition, Hanwha has accepted that payment will only start when delivery of the system begins.

Forsvarsmateriel has been authorised to sign the contract with Hanwha. The signing is scheduled for January 30th.
