PT SSE and Texelis Reveal New P2 Tiger APC

PT SSE presented their new P2 Tiger 4×4 APC, built on the Celeris mobility platform from Texelis, at their headquarters in Tangerang, Indonesia.

Texelis Press Release, Jakarta, 23 January 2025: On January 23rd, 2025, PT SSE presented their new P2 Tiger 4×4 APC at their headquarters in Tangerang, Jakarta area, Indonesia. The vehicle was unveiled by Mr. Eka Suryajaya, CEO, PT SSE, and Mr. Jean Vandel, CEO, Texelis, in the presence of numerous VIPs from Indonesia and France.

The P2 Tiger is PT SSE’s most advanced armoured vehicle. A modern, powerful 4×4 APC, it has been developed specifically to meet demands from the Indonesian Army, and develop PT SSE’s range for other markets. Designed for troop transport in its current APC configuration, the P2 Tiger can carry a team of eight passengers under armour plus two crew members. It is built in full compliance with NATO standards, including STANAG 4569 for ballistic and mine protection.

The P2 Tiger is a truly Indonesian, 18-tonne GVW vehicle, designed and produced by PT SSE in the company’s plant in Tangerang. PT SSE designed the vehicle architecture and the armoured hull, which has also been produced and welded in the factory. PT SSE also carried the full assembly of all components, with support from Texelis for the integration of the mobility platform. PT SSE then conducted the integration of all tactical and combat systems aboard.

Built on the Celeris mobility platform from Texelis, the P2 Tiger is a modern and powerful vehicle, built to master the most difficult terrains. Developed from Texelis’ experience working on the French Army’s Serval 4×4 APC, Celeris is a unique offer through which Texelis takes care of the whole mobility system for its clients’ vehicle, from initial design to qualification and production. The Celeris solution comprises a 375hp, 8.9L engine from Cummins, an automatic 6-speed transmission from Allison, a transfer case from Powerline, as well as axles manufactured at Texelis, among other hardware, software, consulting and services. All elements have been designed and adapted according to PT SSE’s specifications to perfectly match their vehicle design.

Partnering with Texelis on mobility has enabled PT SSE a great step forward in terms of vehicle performance, but also in vehicle development and integration. “The main difference between P2 Tiger and our previous developments is the independent suspension system, as well as all the technological advantages which make Celeris much more modern than the conventional technology we used before,” says Mr. Yusuf, Technology Director for PT SSE.

“But the Texelis team is very supportive and communicative, from design, manufacturing to commissioning. The relationship between us and them is excellent.”

Compared to SSE’s previous developments, the new P2 Tiger has greater engine power, greater carrying capability and space, better manoeuvrability thanks to its new independent suspensions. The P2 Tiger is thus suitable for a wide range of applications, such as Logistic Transport, Command Post, Infantry Fighting Vehicle, Ambulance, and many others. The new P2 Tiger has STANAG 4569 level 2 to 4 protection, depending on the configuration. Its maximum GVW is 18 tonnes, with a base weight of 14 tonnes. Two P2 Tigers can be loaded into a single A400M, a tactical transport airplane already selected by Indonesia.

The new P2 Tiger has also been a record programme for PT SSE, with a fast-track development and assembly for the vehicle. “It is our most complex, but our fastest vehicle development,” remarked Mr. Eka Suryajaya, CEO, PT SSE. “Dealing with only one supplier is so much easier for us as we don’t have to deal with procurement, delays, adaptations… “

“We chose Celeris because it is very close to the mobility platform used in the French Army’s Serval », added Mr. Yusuf, the Technology Director. We also elected it because it was technically in accordance with our view on improving the P2 Tiger performance: more manoeuvrability, more carrying capacity and engine power, as well as the level of ballistic protection which can be carried.

“SSE received complete information and technical data from Texelis, so that the application progress for the engineering design of the new P2 Tiger with right-hand drive could be carried more quickly. Likewise, in the manufacturing process, assembling the P2 Tiger is easier and faster because Celeris hardware arrives in the form of kits.”

P2 Tiger’s development has indeed been conducted in a swift manner. PT SSE and Texelis first met in Indonesia in March 2023. A contract was then signed 2024, which determined the delivery to PT SSE of a first Celeris kit. With Texelis’ support, the mobility was integrated and started according to planning. A team of Texelis experts assisted PT SSE with the industrial process, assembly and first steps, providing the joint team with mutually beneficial feedback and experience. Such speed was notably possible thanks to the ongoing production of Serval mobility kits for the French Army, which shares several components with the Celeris solution. With guaranteed availability, the first delivery can be made in less than 4 months, a unique performance in the current market.

“It was just one year ago,” recalls Jean Vandel, CEO, Texelis. “One year ago, we signed a commitment to support PT SSE in their development and production efforts, and here we are now in front of a beautiful vehicle. Our teams have worked as one and we have grown immensely together on this wonderful adventure. Now we can go forward together and build success for P2 Tiger.”

P2 Tiger is the first vehicle completed on Texelis’ Celeris mobility solution. Introduced in 2023 and actively marketed since 2024, the solution has already scored two customers, PT SSE being the first to present their new vehicle. For Texelis, the success of P2 Tiger is the proof that Celeris is the right solution for collaborative work. Texelis’ reactiveness in delivering the kits, PT SSE’s will to push the programme forward, and both partners’ excellent collaboration have allowed a fast track for P2 Tiger, just a year from contract signature to prototype presentation. The experience collected by the Texelis team while developing PT2 Tiger in partnership with PT SSE is invaluable and will serve both the P2 Tiger and future programmes.

The result also proves the relevance of Texelis’ approach: Where most mobility suppliers simply sell hardware and do not wish to commit to contributing to actual development and qualification of the vehicle, Texelis understands the intricacies of developing a complete mobility solution for modern vehicles and the amount of work required to achieve desired performance. To ensure their partners’ success, Texelis commits to fully supporting the programme from Day One to running production, with a very comprehensive transfer of knowledge and technology. Arguably, the most complicated part of a combat vehicle, mobility is crucial for safety, as well as to guarantee that the vehicle and its crew will be able to carry out its missions in all circumstances. Good mobility is also a key requirement for the two other components of a combat vehicle: protection and firepower.

With P2 Tiger, PT SSE now has a next-generation vehicle, perfectly suited to the local needs and ready for export markets. Currently presented in an APC version, the P2 Tiger will in a near future aim at addressing MRAP needs for domestic and overseas markets.

The cooperation between Texelis and PT SSE is a symbol of French-Indonesian cooperation. By adding its core competence to Texelis’ expertise in mobility packages, PT SSE creates its own, new and modern range of 18-tonne 4×4 vehicles, designed for the Indonesian Army. Through this programme, the company further develops its manufacturing capabilities, its teams and its understanding of technology. “Knowledge transfer and technology transfer are achieved in this programme,” notes Mr. Yusuf.

As an Indonesian vehicle, P2 Tiger fits perfectly in the Indonesian Ministry of Defence’s strategy to increase the local content for Indonesian Defence Industries. The new P2 vehicle, designed, built and maintained in Indonesia, will retain a wide commonality with the Serval APCs of the French Army, thus reinforcing interoperability. Both the P2 Tiger and the French Army will benefit of all new developments and expertise gained while working on one or the other programme.

France and Indonesia foster excellent relationships, and a very close cooperation in Defence. France and Indonesia celebrate in 2025 the 75th anniversary of their friendship. In this context, Texelis and PT SSE have been fully supported by the French and Indonesian authorities, including the French Defence Mission at the French Embassy in Jakarta, the Direction Générale de l’Armement (DGA), the French Procurement Agency. The Director General of Defence Potential, the Indonesian Ministry of Defence, has always been supportive in PT SSE’s development and growth efforts, and providing their strategic guidance to ensure the programme’s success. The French Land Defence and Security Industry Association (Groupement des Industries Françaises de Défense et de Sécurité terrestres et aéroterrestres – GICAT) and French-Indonesian Association INAFRA have also provided their full support and work every day to further improve that relationship.
