Otokar and Romtehnica have signed an €857 million contract to deliver COBRA II wheeled armoured vehicles to the Romanian MoD.

Press Release, Arifiye, 27 November 2024: Global land systems manufacturer Otokar and Romtehnica signed a 4.3 billion Romanian lei (approximately EUR-857 Million) contract to supply 1,059 COBRA II armoured vehicles to Romanian Ministry of Defence. Under the contract COBRA II 4×4 vehicles will be manufactured locally in Romania.
Romtehnica, the company of Romanian Ministry of Defence, has awarded Otokar a contract for the supply of 1,059 COBRA II tactical wheeled light armoured vehicles at a value of approximately 4.3 billion RON (approximately EUR-857 Million) excluding VAT. The contract is signed on November 27, 2024 in Romania.
Within the scope of the contract, the first 278 COBRA II 4×4 armoured vehicles will be manufactured in Türkiye while the rest will be manufactured in Romania. The deliveries are planned to be initiated in the last quarter of 2025 and be completed in batches over five years. The tender also includes some integrated logistics support services in addition to 1,059 4×4 Light Armoured Tactical Wheeled Vehicles.
On March 20, 2024 Otokar had submitted its bid for the tender for the purchase of 4×4 Light Armoured Tactical Vehicles which opened by Romanian Ministry of National Defence’s company C. N. Romtehnica S.A. (Romtehnica). Following the completion of the technical evaluation, field tests and commercial evaluation processes, on October 4, 2024 the official invitation letter for the discussions on the contract had been sent to Otokar by the tender authority.
COBRA II Is Actively Used In 13 Countries: Being a military vehicle supplier to NATO and the United Nations since the 1980s, Otokar’s COBRA II 4×4 tactical wheeled armoured vehicle is actively used the by more than 20 users today.
With Otokar’s nearly 40 years of defence industry experience and capabilities, COBRA II is designed as a modular platform which can be developed for different mission requirements. Added to the Otokar product range in 2013, COBRA II has been designed and produced in more than 30 different versions in line with the requirements and needs of its users. COBRA II, which was offered to the tender, was also specially equipped according to the technical and tactical requirements of Romanian MoD.
